Empadronamiento in Madrid: how to get your padrón certificate
A practical setup guide to register at the Madrid padrón, book appointments, bring the right documents, and get your certificate without repeat visits.

Why the Empadronamiento matters
The Empadronamiento (often just called the padrón) is the official registry of all residents in a municipality. Registering proves that you live in Madrid. It is the foundational document you need for almost everything else: getting public healthcare, enrolling children in school, buying a car, applying for a residency card (TIE), and even registering a Pareja de Hecho. Treat getting your padrón as your first-week priority.
Step 1: Secure an appointment early
You cannot just walk into a municipal office (OAC - Oficina de Atención a la Ciudadanía). You must book a cita previa (prior appointment).
- Go to the Madrid City Council appointment portal (
madrid.es/citaprevia). - Select "Padrón" and then "Alta y cambio de domicilio en padrón" (New registration and change of address).
- Choose the office closest to you, though any OAC in the city of Madrid is fine if yours is fully booked.
- Keep the SMS or email confirmation, as you will need the QR code or booking number to enter the building.
Tip: Appointments open up randomly, often early in the morning. If you don't see any slots, check back daily around 8:30 AM.
Step 2: Prepare your documents
The civil servant checking your documents will turn you away if a single photocopy is missing. Bring the originals and one photocopy of each:
- Identification: Your passport or valid EU ID card. If you already have a physical TIE, bring that too.
- The Form: Download, print, and fill out the Hoja Padronal (the official registration form) from the Madrid.es website. All adults living in the same home can use the same form.
- Proof of Address: This is the most crucial part. You must prove you have the right to live there.
- If you rent: A signed rental contract in your name (for a duration of at least 6 months) and the last utility bill if available.
- If you own: The deed of the house (escritura) or a recent IBI tax receipt.
- If you live with someone else: The person who holds the rental contract or owns the flat must accompany you, or sign an authorization form and provide a photocopy of their ID.
Step 3: Attend the appointment
Arrive 10 minutes early. You will scan your appointment QR code at a machine, take a ticket, and wait for your number. Present your documents. The official will process your registration on the spot.
Crucial request: Before you leave the desk, explicitly ask the official to print a Volante de Empadronamiento for you. They usually do this by default, but always verify.
Certificado vs. Volante
There are two types of padrón documents:
- Volante de empadronamiento: A simple printout confirming your address. This is enough for 90% of procedures (like school enrollment or healthcare).
- Certificado de empadronamiento: A formal, stamped certificate signed by the Secretary of the City Council. You only need this for strict legal procedures, like applying for Spanish nationality or dealing with courts.
