The Cl@ve System: Your Digital ID for Spanish Bureaucracy
Learn how to register for the Cl@ve system in Spain. An essential alternative to the Digital Certificate for accessing government websites from your phone.

If you've spent more than five minutes trying to do anything official in Spain—paying taxes, checking your social security, or getting a padrón—you've likely hit a login wall asking you to use Cl@ve or a Certificado Digital.
While the Digital Certificate is the most powerful tool, it's tied to your specific computer browser. Cl@ve, on the other hand, is a mobile-friendly identity system that allows you to log in to government sites from any device.
Having both is highly recommended.
What is Cl@ve?
Cl@ve (pronounced cla-veh) is the Spanish government's unified electronic identity system. It comes in two main flavors:
- Cl@ve PIN (Occasional Use): When you try to log in, you request a PIN. You receive a temporary code via the Cl@ve app on your phone or via SMS. The code expires in 10 minutes. This is great for occasional tasks.
- Cl@ve Permanente (Frequent Use): You set a permanent password. To log in, you enter your NIE/DNI and this password. For highly sensitive operations (like filing taxes), the system will also text you a One-Time Password (OTP) for two-factor authentication.
Levels of Registration
Before you register, it's crucial to understand that there are two levels of Cl@ve registration, and they determine what you can do:
- Nivel Básico (Basic Level): Allows access to most standard services, like checking your Social Security number or downloading a simple padrón certificate.
- Nivel Avanzado (Advanced Level): Required for sensitive tasks, such as filing your Declaración de la Renta (income tax return) or accessing detailed medical records.
How to Register for Cl@ve
There are four ways to get Cl@ve. We rank them from easiest to hardest depending on what you already have.
Method 1: Using a Digital Certificate (Fastest & Gives Advanced Level)
If you already have a Digital Certificate installed on your computer, this takes 2 minutes.
- Go to the Cl@ve Registration Portal.
- Select "Registrarse en Cl@ve con certificado o DNI electrónico".
- The browser will ask you to select your Digital Certificate.
- Confirm your phone number and email address.
- You are instantly registered with an Advanced Level Cl@ve.
Method 2: In-Person Appointment (Best for Beginners, Gives Advanced Level)
If you are new to Spain and don't have a Digital Certificate yet, doing it in person is highly recommended because it immediately grants you the Advanced Level.
- You can register at any Social Security office, Tax Agency (Agencia Tributaria/Hacienda) office, or many local town halls (Oficinas de Atención al Ciudadano).
- You will need a Cita Previa (prior appointment) for the specific office. Look for the "Registro en Cl@ve" option when booking.
- Bring your original Passport, your TIE (or green EU certificate), and have a Spanish mobile phone number ready.
Method 3: Video Call (Gives Basic Level, can be upgraded)
You can register via a live video call with a civil servant using your smartphone or computer webcam.
- Go to the Cl@ve Registration Portal and select "Por Internet por videollamada".
- You must do this during Spanish working hours (Monday to Friday, 9:00 AM to 2:00 PM).
- You will need your physical ID card/TIE and your phone. The official will ask you to hold your ID up to the camera to verify your identity.
- Note: This only gives you a Basic Level registration. You can later upgrade it to Advanced by requesting a physical letter (see Method 4).
Method 4: Letter with CSV Code (Slowest, Gives Basic Level)
- Go to the Cl@ve portal and choose the option to register via an invitation letter.
- Enter your NIE.
- The government will physically mail a letter to the address where you are registered (empadronado). This takes 3 to 10 days.
- The letter contains a Secure Verification Code (CSV).
- Go back to the Cl@ve website, enter the CSV, and finish setting up your phone number.
Activating Cl@ve Permanente
Once you are registered using any of the methods above, you will receive an activation code via SMS or email.
You must go to the "Activar contraseña" (Activate password) section of the Cl@ve website, enter this code, and create your permanent password.
The Cl@ve App
After registering and activating your password, download the official Cl@ve app (available on iOS and Android).
When you log into a government website, choose the "Cl@ve Móvil" option. A QR code will appear on your computer screen. Open the Cl@ve app on your phone, scan the QR code, use FaceID/Fingerprint to confirm, and you're in. It's magical when it works!
